The Food Bin sells them for P525 each and to get there you have to go inside a bike store where you'll find stairs that will take you to the second floor and to the drugs Speculoos Crunchy Cookie Butter. 

They also have the regular non-crunchy one, but I was informed that the crack is really the crunchy.
